Job Description

Duties:

Responsible for organizing, planning, scheduling, integrating, monitoring and controlling all scanning activities for the HIM Department and managing and coordinating all of Froedtert Health and the Medical College of WI Clinic (MCW) and departments scanning needs. Has direct responsibility for managing the HIM scanning operations along with key projects delegated by the Director of HIM for all paper medical record needs throughout the organization. Acts as Operations Administrator for EDCO and OnBase Scanning Solutions. Manage assessment, build, implementation and optimization of third party scanning solutions. Serves as the HIM scanning liaison to all of Froedtert Health for issues related to scanning needs. Other duties as assigned. 
Provides direction to the scanning functions within the HIM Departments of all facilities within the Froedtert Healthcare system. Develop/maintain corporate and department policies and procedures that govern scanning processes within Froedtert Health and MCW Clinics. 
Manage the activities of the Scanning operations at all facilities including MCW Clinics to meet all JC standards and state and federal regulations. Lead enterprise scanning standardization efforts to ensure all scanning functions/projects are completed in a timely and accurate manner. Identify and resolve problems by working with staff and other departments as necessary. Develop and update as needed (at least every three years) corporate and department policies and procedures that govern the scanning processes with the Froedtert Health System and MCW Clinics. Manage and assist in the design, build, and implementation of IT applications. Assessment of functionality and software for department needs. Work with HIM leadership and other operational stakeholders to ensure workflows and system build are compliant with HIM best practice guidelines, Legal Health Record (LHR) requirements, organizational policies and procedures, federal and state regulatory requirements and CMS and Joint Commission accreditation standards applicable to the content and integrity of the electronic health record (EHR). 
HIM Director with analyzing and improving processes within scanning areas of responsibility. Maintain and report appropriate work flow indicators/job statuses as required. Provide data to the Director of HIM as needed for preparation and maintenance of the HIM Scanning Operations and/or for the department budget. Assist in developing and implementing quarterly HIM scorecards that summarize quality improvement initiatives to scanning functions. Develop and hold staff accountable for quality and quantity standards in all areas of the scanning process. Assist with the implementation and optimization of scanning technology initiatives assuring that the HIM scanning staff are making efficient use of these new tools. 
Develop scanning educational materials for the orientation and training of all HIM Scanning staff. Develop and implement the HIM Department scanning educational plans for Epic, OnBase and Solarity scanning processes. Develop tip sheets and scanning guidelines as needed for staff education. Based on quality audits, re-educated staff as required. Develop HIM Department scanning educational plans and tip sheets for the education of scanning staff when new scanning technologies are implemented or updated. Manage and oversee the training of HIM Imaging Staff. Responsible for training other departments within the organization on scanning workflows and functionality. 

Skills:

A minimum of 5 years of progressive, broad-based HIM experience with a special focus on scanning or imaging of medical records is required. Previous HIM management experience with an electronic health record is required. 
5 years experience in an academic healthcare system with an electronic health record in a complex, integrated setting that is fast-paced with multi-disciplinary services is preferred. Prior experience as an HIM Manager of scanning services within an HIM Department and prior Epic and OnBase experience a preferred. 
Strong organization skills, knowledge of HIM operations in an EHR setting including the Joint Commission standards, physician clinic requirements and state and federal regulations; demonstrate professionalism, tact and diplomacy when working with members from the Medical Staff, leadership, other departments, auditors, etc. Also strong interpersonal, verbal and written communication skills and customer service skills required. Project management skills required related to management of scanning of medical records or projects related to this. 

Lead enterprise HIM Department standardization of scanning efforts through efficient use of scanning systems and development of practice guidelines. Responsible for all scanning projects and making sure they are completed in a timely and cost-effective manner. Demonstrate by example compliance with work expectations and all hospital/health system policies. Demonstrate consistent improvement in customer service, staff satisfaction and support services surveys for the HIM scanning areas of the HIM Department. Attend educational offerings, in-services, etc., that will enhance skills and maintain current knowledge base. Serve as a member and represent HIM on a variety of hospital and medical staff committees and workgroups. Head up the initiative to develop a system Forms Committee to work towards standardizing forms across the system. 
Manage all human resources activities within the scanning area of the HIM Department. This includes, but is not limited to, writing job descriptions, employee interviewing and hiring, scheduling, orientation and training, auditing of work for quality and quantity, performance appraisals, maintaining attendance and giving disciplinary actions as needed along with termination of employees when required. 
Manage contracts with the outside vendors for scanning/imaging - Epic, OnBase, Solarity, EDCO  

Education:

Bachelor Degree in Health Information Administration or in another related area (i.e.: Healthcare Administration, Business, Public Health, etc..) is required. If Bachelor Degree is in a related area, Associate Degree in Health Information Technology is required. 
Registered Health Information Administrator (RHIA) or Registered Health Information Technician (RHIT) is required. Active membership in the American Health Information Management Association (AHIMA) with ongoing completion of current continuing education requirements is required.
